Project Management Division

Dustech Engineering is the Project Management trading division of the Group. Dustech Engineering was the Design and Construct Mechanical Contracting trading division of the Group until the decision was made to close the Group’s 1,800M2 facility at 9(A) Production Avenue, Ernest on the Gold Coast in Queensland. The facility enabled the Group to design and build all system components in house. Components such as Industrial and Commercial Air Cleaners, Industrial and Commercial Fans, and Industrial and Commercial Ducting and Pipe Work Systems. This stage of the Groups development has enabled us to create an extensive library of information for the manufacture of air handling system components and it has also provided us with comprehensive understanding of the quality control that is required to ensure a professional and quality outcome for all air handling system components.

The decision was made to close the facility during 2001. At this time we commenced the transitioning of the business from a Design and Construct Mechanical Contractor to a Design Consulting, Project Management, and Specialist Equipment Supply business.

After nine (9) years of planning and six (6) years of extensive research into the complex network of legislation that regulates AS1668 Air Handling Systems Designs and the Project Management of Air Handling Systems generally, Dustech Engineering is well experienced for the task of Project Management of these systems. These systems are generally known in the industry as Dust and Fume Control Systems.

Safety is Paramount – Understanding Legislation

Safety is a paramount aspect of these types of projects due to the toxic, irritant, asphyxiant, flammable and explosive characteristics of the gases, dusts, fumes and vapours being handled by the various types of Air Handling Systems. A complex network of legislation has been put in place to ensure the safety and protection of our Emergency Services Personnel, Consumers and the Public. Some important subjects that need to be addressed and decisioned when considering the appointment of a Project Manager have been identified and are listed below:

  • Project Management – Does the Project Manager understand the academic qualifications, alternative building solution(s), performance guarantee responsibilities, design certification, licensing and installation certification requirements of these types of projects.
  • Academic Qualification - Does the engineer who is responsible for the documentation of the system design have an academic qualification that recognises their competency to research and understand the complex network of legislation that regulates relevant aspects of Air Handling Systems.
  • AlternativeBuildingSolution(s) – Have Alternative Building Solution(s) been identified and approved as part of the documentation process.
  • Performance Guarantee Responsibilities – Have the relevant performance guarantees been identified and has accountability for these responsibilities been clarified.
  • Design Certification – Has the relative competencies of the engineer who is responsible for the documentation of the system design been correctly assessed.
  • Installer/Supervisor Licensing – Is the installer/supervisor who is responsible for the system correctly licensed.
  • Installation Certification – Has the relative competencies of the person who is responsible for the certification of the installation been correctly assessed.

 

Dustech Engineering Project Management

The Dustech Engineering Project Management Team includes the Group Engineer who is academically qualified in the competency of research and understanding of Codes and Regulations. This aspect of the qualification academically recognises the holders ability to understand the academic qualifications, alternative building solution(s), performance guarantee responsibilities, design certification, licensing and installation certification requirements of a project.

Academic Qualification

  • The Group Engineer was issued with a CN941 Diploma of Engineering qualification on the sixth day of April 2006.
  • The qualification is registered against control number 407919.
  • The Award Element M00 EB141 aspect of the CN941 Diploma of Engineering qualification 407919 recognises the academic competency to research and understand Codes and Regulations.
  • An equally important competency recognition aspect of the qualification is the Award Element M00 EB142 – Exhaust Systems Designs, which academically enables the Group to specialise in the field of AS1668 Air Handling Systems Designs.

Alternative Building Solution(s)
There are a number of engineering disciplines that are associated with the approval of an Alternative Building Solution. The Group engages the services of these engineering disciplines on an as required basis.

Performance Guarantee Responsibilities

The Performance Guarantee is an often overlooked aspect of the design documentation. One aspect of the Performance Guarantee that is relative to AS1668 Air Handling Systems Designs is explosion venting of the Air Cleaner/Collector Assembly component of the system.

This is especially important with regard to meeting the requirements of AS/NZS 4745:2004 Code of practice for handling combustible dusts.

The Group has had over forty years experience designing and manufacturing Air Cleaner/Collector Assembly components for AS1668 Air Handling Systems.

This experience coupled with academic qualification enables the Group to understand the importance of AS/NZS 4745:2004 Code of practice for handling combustible dusts when it is applied as a legislative requirement.

Design Certification

The design certification of Air Handling Systems involves a complex network of legislation. The legislation ultimately culminates in a government form, which is referred to as an Approved Form 15 Compliance Certificate for building Design or Specification.

Installer/Supervisor Licensing

It is a legislative requirement in Queensland that Air Handling Systems be installed by a Part 44 or Part 45 licensed person. The Part 44 license is generally referred to in the industry as an Unlimited Design License and the Part 45 license is generally referred to as a Limited Design License.

Three differences between the licenses are highlighted below:

  • The Limited Design License, licenses the holder to install systems, given that the design component of the license is for a building that has not more than 3 storeys, while the Unlimited Design License holder does not have a limit on the number of storeys.
  • The Limited Design License, licenses the holder to install systems, given that the design component of the license is for a building that has a floor area not more than 2,000 square metres, while the Unlimited Design License holder does not have a limit on the floor area.
  • The Limited Design License, licenses the holder to install systems, given that the design component of the license is for a building for which the plant capacity for any one system for the building is not more than 18kW, while the Unlimited Design License holder does not have a plant capacity limit.

Dustech Engineering can design, or manufacture, or supply or explosion vent certify an Air Cleaner/Collector Assembly to suit the requirements of an AS1668 Air Handling System.

Dustech Engineering has had over forty years of experience designing and manufacturing Air Cleaner/Collector Assemblies.

The Dustech Engineering Manufacturing Facility was closed during 2001.

Dustech Engineering now uses specialist sub contract manufacturers and suppliers to produce its Air Cleaner/Collector Assemblies.

Equipment Design
The engineering office can design and provide the documentation for the manufacture of a complete Air Cleaner/Collector Assembly or simply a component part of an Assembly such as the compressed air operated filter element cleaning system.

Equipment Manufacture
Dustech Engineering specialise in the manufacture of purpose designed Air Cleaner/Collector Assemblies. The manufacture is carried out by specialist sub contract manufacturers.

It is important that the project can accommodate the lead time that is associated with the manufacture of a purpose designed Air Cleaner/Collector Assembly. Refer to the Photograph Frame Window below for a brief overview of the equipment that Dustech Engineering can produce.

Equipment Supply
If the lead time for the project dictates that a stocked Assembly is required and a standard design Assembly can be incorporated into the design then the Group is networked with specialist producers through out Australia who carry Assembly components in stock. This is an option that can be considered for short lead time type projects.

Explosion Vent Certification
There are many applications where the Air Cleaner/Collector Assembly needs to be fitted with explosion venting and the explosion venting must be certified.
